A very brief history of Kilt Inspection
As kilts became part of the uniform in some military regiments underwear was not allowed.
Soldiers in these regiments were subject to "Kilt Inspections" to ensure that they were in compliance.
And a brief note on terminology
Thus, the term regimental became used to describe wearing a kilt without underwear.
This is often confused with the term commando which describes the wearing of pants (and other bifurcated garments) without underwear.
Actually, it may be disputed whether the term commando accurately applies to kilts, or even women's skirts.
In any case, the term regimental is uniquely reserved for wearing a kilt sans underwear.
